Queens already has plenty of parks. But we don't have much rail transit, and it's very difficult to get from Queens to Brooklyn and the Bronx by public transit. We have an opportunity to construct a rail transit line on this right of way for a fraction of the usual cost. This is what we need for economic development and better neighborhoods. If there's space left over, add bike lanes, pedestrian paths, and plantings.
