Creating trails or paths on the embankments instead of on top of the actual railway would achieve the goals of cleaning up the area and providing recreational access to amenities like Forest Park and the Little League fields without eliminating the future possibility of using the tracks as a railway. Obviously this creates a conflict at the viaducts, which primarily occur at street crossings, but something clever could be designed for these areas.
